The pagan or wiccan creed of ‘an harm ye none do as thy will”, what does this actually mean?

Mu understanding of this is that when trying to make a decision about whether or not to do something, one of the things that you should take into consideration is whether or not what it is that you are about to do will cause any harm to anyone or the world at large.

This also includes yourself.  We are one hundred percent responsible for our own behaviour and our emotions and feelings.  We need to take that responsibility further to ensure that we take care of ourselves too. All too often we can put others first with no thought to our own needs and desires.  This is not a healthy way to live.  It does not engender respect or love from others.

I feel really strongly that the metaphor of putting your own oxygen mask first before helping others (on a plane) is paralleled in many different aspects of our lives.

So, when you are faced with a dilemma in the future, perhaps thinking of the old wiccan creed may help you make the right choice for you.
